What a Data Center Needs to do to Provide HIPAA Security Compliant Hosting

For data center providers who service healthcare organizations, HIPAA security compliant hosting is a way of life.  The requirements are entwined within all aspects of the operation and the main focus for IT staff.

To comply with HIPAA security, all equipment such as data servers that host electronic protected health information (ePHI) must be protected regardless of their location.  Wherever the information is transmitted, stored, used or managed, security must be maintained at the highest levels.  And, the data center staff must be able to demonstrate compliance through internal procedures, monitoring and other security measures.  These formal and documented procedures will help data centers and their healthcare clients pass compliance audits.

Standardized internal processes need to maintain security and availability of all electronic protected healthcare information.  The safeguarding of equipment that contains ePHI is the highest order of business.  Therefore, data centers must deploy the most sophisticated security mechanisms and follow established access control procedures to minimize the danger of data server theft. Most importantly, data center providers must review their internal processes and update them as needed to make sure they adequately protect ePHI.

To pass a HIPAA security audit, data center service providers need to keep up-to-date on HIPAA security requirements and make sure they have the necessary log management, data backups and security measures deployed.  They must also need to pay particular attention to the web technologies like e-mail, blogs and social networks.  With data being generated and transferred through a variety of media, the data center must extend its security measures beyond normal operations to plug any holes.

The data center can help healthcare organizations meet their HIPAA security obligations by demonstrating how it meets the required administrative, technical and physical safeguards.

What’s the HITECH Act and How Does it Affect HIPAA Security?

The HITECH act stands for the “Health Information Technology for Economic and Clinical” legislation passed by President Obama in February 2009.  Its purpose is to promote use of electronic health records (EHR).  The act was signed into law as part of the economic stimulus bill.

The HITECH act went into effect at the beginning of 2011.  The act provided for the funding of electronic health record adoption. Healthcare providers must apply for and demonstrate meaningful usage in order to be eligible for the funding. If healthcare organizations don’t make the move to electronic health records by the end of 2015, they will be subject to fines.

The federal government’s goal by enacting HITECH is to create a more efficient and quality driven healthcare system through the use of technology.  The department overseeing this data exchange is the U.S. Department of Health and Human Services.

So, what does the HITECH act have to do with data center operations?  And how does the HITECH act affect HIPAA security compliance?  Actually, the impact can be pretty significant.

Legislators realized that by pushing for technology adoption they were also creating an environment where massive amounts of data or electronic protected health information (ePHI) would be produced. This would increase the risk of data breach and fraud so thus the HITECH act also strengthened the enforcement of HIPAA compliance. Some of the new stipulations are in the form of HIPAA audits, data breach notifications, higher penalties and extending obligations to business associates.

No longer can a covered entity or business associate afford to have lax access protocols or security measures when it pertains to their ePHI. The risk is too great and they must ensure that their data center partners have the proper procedures and mechanisms to ensure HIPAA Security compliance.

The Role of Monitoring in a HIPAA Security Compliant Data Center

Monitoring operations is one of the most critical aspects of maintaining a HIPAA security compliant data center.   At all times, service providers must know who is accessing electronic protected health information (ePHI).  Data centers experienced in servicing the healthcare industry will have well established and proven internal processes outlining how and by whom ePHI can be accessed.

To ensure procedures are followed and no outside threat exists, HIPAA security compliant data centers will monitor their operations around the clock.  The data center will use sophisticated systems and applications to produce activity logs on a regular basis.  Certain experts within the data center will review these logs and identify any anomalies.

The critical thing to remember about activity logs is they must be reviewed on a regular basis.  If a data center only looks at the logs after a security breach, they’ve not performed their function correctly and missed an opportunity to avoid HIPAA non-compliance.  Effective HIPAA security will produce information so the data center managers can monitor server and physical area access activity.

Managing and reviewing logs can be done manually or with the help of software tools.  These tools are especially useful if the data center manages a huge volume of data for larger healthcare organizations.  They streamline the monitoring and log review functions and allow data center managers to focus on priorities.

The High Cost of Data Center Outages

Few, if any, businesses can survive without the critical operations of their data centers.  And as complexity increases, so does the job of keeping all systems available.  Further adding to the challenge of managing data center operations is the steady growth expected in capacity and density.

According to the 2011 National Study on Data Center Downtime, the mean cost of any data center outage was $505,502.  A partial outage was estimated at $258,149 and a full shutdown of data center operation was more than $680,000.

With these incredibly high numbers, it’s no surprise data center managers and operators are completely focused on maintaining complete available of all operations.  However, expert data center service providers will also ensure the data center operates efficiently while ensuring availability.

Power and other resources should be managed to accomplish both goals:  100 percent uptime and efficient operation.  As energy consumption and electrical costs continue to escalate, data center managers must continually look for ways to reduce both.  Environmental pressures also play into the focus on reduced power usage.

Another crucial requirement for data center management is flexibility.  A data center operation must be able to scale quickly and economically as business needs change.

Although efficiency and flexibility play key roles in data center capabilities, businesses can’t afford to achieve these goals at the expense of availability.  Data center uptime still remains the number one priority for data center managers.

How to Migrate a Data Center in Five Steps

When companies outgrow their data centers and need more resources like physical space or power, they need to undertake the challenging feat of migrating their data center operations.  A migration affects everyone in the organization, not just the IT managers.

To make the move as painless as possible, data center managers should thoroughly analyze the process and then take the five following steps:

Step 1:  Develop a requirements document for the next five to six years.  As requirements increase year after year, make sure corresponding power, cooling, floor space, storage and other resources keep pace as well.

Step 2:  Determine the required space layout.  The basis for this determination should begin with how information flows within the data center.  For example, the network termination equipment should be located closest to the network entrance.  Although fork-lift upgrades are unlikely within a five year time period, data center managers still need to plan for growth.

Step 3:  Plan for electrical and telecommunications cabling.  It makes sense to pull fiber to each cabinet and plan what’s going to be constructed the under-the-floor so it can be done at the start of the migration.

Step 4:  List the entire inventory for the data center.  Include all network components as well as internal and vendor contacts.

Step 5:  With the list developed in Step 4, begin adding the required migration processes for each data center component.  As the migration processes are identified, data center managers can update the floor layout.  In each iteration, growth must be accommodated until the facility is at full capacity.

Although data center migrations are extremely complex, time-consuming and labor intensive, the project can go smoother with good planning and analysis.  Breaking the project into steps can help make it more manageable.  Working with an accomplished data center service provider can help streamline the project as well.

CoreLink successfully completed the SSAE 16 audits for all four of its colocation facilities. The process assures customers of the company’s adherence to compliance mandates in delivering quality infrastructure services and support.

The Statement on Standards for Attestation Engagements (SSAE) No. 16 addresses a service organization’s internal controls. Issued by the American Institute of Certified Public Accounts (AICPA), it is considered the authoritative guidance standard for service organizations.

CoreLink had previously completed the SAS70 Type II audit and updated its standing by engaging in these more rigorous and in-depth audits conducted by an internationally recognized auditing firm. CoreLink’s Chicago, Las Vegas, Phoenix, and Seattle facilities strictly follow internal controls the company developed for data center management services.

CoreLink completes these rigorous audits to demonstrate the company’s ability to deliver safe and secure data center operations.
